Fuel Efficient Vehicles (FEV):
UMass Lowell is committed to reducing its carbon footprint and fostering a culture of sustainability across campus. Fuel Efficient Vehicles (FEVs) and Electric Vehicles (EVs) play a critical role in reducing fossil fuel dependency and lowering greenhouse gas emissions. In support of these objectives, the University provides dedicated FEV/EV parking spaces and charging stations to encourage the use of environmentally responsible transportation options and allows users to reduce their monthly gas expense.

How to use the Charging Stations:
- Download the ChargePoint app or sign up online through the chargepoint website. Here you will be able to see real-time availability and station details.
- Activate the station by tapping your ChargePoint card or using the app.
- Connect the Charger to your vehicle and begin charging.
- Monitor Progress through the app to track energy consumption and charging status.
- Once charging is complete, unplug the cable and be sure to return the cable to its holder and plug it back into the station.
Charging Rates:
Charging fees are managed through ChargePoint and will appear in the app. The electric vehicle (EV) charging rates at UMass Lowell ChargePoint stations is $0.2104 per kilowatt hour (kWh) as of July 1, 2025. For vehicles receiving full output from a level-2 charger, this rate will amount to approximately $1.39 per hour. This per kWh rate is determined by the annual assessment of the university's utility costs, and all revenue collected from the stations is used to reimburse UMass Lowell utility accounts for electricity use.
Enforcement Guidelines:
Vehicles must be actively charging to remain in an EV spot. Vehicles parked in EV spaces without charging may be subject to a citation.
Starting July 1, overstay fees will be implemented to help ensure electric vehicle (EV) charging stations remain accessible to all community members. Vehicles that remain parked in an EV charging space more than one hour after reaching a full charge will be subject to a $4 per hour overstay fee. While a vehicle is actively charging, and for up to one hour after charging is complete, only the standard per-kWh rate will apply.
Report Issues:
If you experience any issues with a charging station, please contact the UCAPS Office, so the issue can be addressed and repaired.
Acquiring Access Cards for University Vehicles:
EV charging access cards are required to use the ChargePoint electric charging stations that are across campus. These access cards are assigned to a specific vehicle and should not be interchanged with any other vehicle. To request a ChargePoint Access card for a university vehicle, please email: UCAPS@uml.edu with the following information or include a copy of the vehicle’s registration:
- License Plate Number
- Make/Model/Year
- Color
- Vehicle’s Department

EV Parking for the City of Lowell
The City of Lowell has 117 public charging station ports (Level 2 and Level 3) within about a 9-mile radius. Almost all the charging ports are specialized Level 2 charging ports, which allows for faster charging. More than half of the 117 charging stations in Lowell are free of charge. This layout of charging stations allows for great mobility, inexpensive charging options, and helps reduce the Lowell community's carbon emissions.
