Toxic Use Reduction (TUR) is a new approach to hazardous waste management and environmental protection. Rather than addressing chemical contamination as waste (after its generation), to be managed through permits and emission regulations, TUR focuses on chemicals while still in production. In Massachusetts, firms are required to prepare plans demonstrating how they will reduce or eliminate the use of toxic chemicals.
